I remembered this stream very clearly, and remembered that I’d added the game to my Steam Wishlist, and was gonna hop on my PC ,get the name, and guess. . .

That would be my guess too. I think it came to steam at the same time as it was in a humble bundle.
Since I am slow I’ll say it gives me a High Seas Trader-vibe, but I don’t think that is on steam.
