Indeed it is flight simulator 4, the 1989 version. The plane was an experimental, the F-20 tigershark. This was indeed an evolution of the F-5.
The game allowed you to tweak the parameters of the experimental to learn what they do. Things like wing aspect ratio and angle of incidence. I played a lot with that as a youngster.
