Last year there was an interview with a developer on the podcast One Life Left where he described his game as being naval combat, but with a graphic style like that of traditional paintings, and in my head it looked something like that. But looking up the actual game, it doesn’t really look like that at all. Still, having taken the time to research, I’ll nevertheless guess that it’s Abandon Ship.

Well, looks like it’s on a Sony system. I’m going to guess Suikoden IV, which has pirates. Unless it’s Suikoden Tactics, which Wikipedia says is a spinoff of Suikoden IV that presumably also has pirates.
