I mean, the AI has access to literally everything a human player does. Why should they get any special treatment at all?!
Sounds like something isn’t right.
My demands are every 4, 5 or 6 turns per faction.
I.e one npc faction every 6 or so turns.
Maybe that’s specific to a particular campaign map?
I’m generally with Vinraith. I don’t get too fussed about if an AI is cheating or not. I just want a fun experience and if the AI needs to cheat, or be an asymmetric, or some other uneven setup then so be it.
I keep a tick sheet and see if I’m exaggerating. This is just a standard random scenario.
I actually forgot the Space Fish was a faction. I’ve played at least 8 maps and I only had them on my first.
Is this entirely RNG related? I’ve had games with only two factions (at least that I met before winning), and some with 3. That might be map size related, as I think I’ve tried normal and large.
It’s just really strange that I don’t really even know what the Fish units do. I get the Plant faction constantly, I dont think I’ve had a game without them. The Paragon I get most of the time, which is great because they have the most usable units, and the Spacers are kinda rare but I’ve gotten them a number of times.
I don’t keep a spreadsheet but I definitely don’t get it every turn.
@MisterMourning your map template plays a part.
Certain maps restrict certain NPCs.
From memory, frontier worlds won’t have Paragon or Spacers, but will have Growth and Psifish.

Any idea why I can’t abort this Operation? I’d like to choose something else but can’t figure out how to get rid of this. The abort button is grayed out.
I have a not dissimilar issue, when presented with the screenshot below, one of the many nag screens I get from plants/fish/paragon, I click on the button saying “locate sector” and it doesn’t take me to the sector the fishy are requesting. Just for fun I clicked yes in this example and no follow up message told me what I’d just agreed to give them, so I’ve no idea what I just gave them.

This has happened repeatedly in my campaigns and not once has this button worked, all the other times I’ve gotten it I just said no regardless the impact to the relationship w/ these bothersome creatures simply because I’ve no idea what specific sector they’re asking for.
And if by chance you were wondering if it was the sector in the picture, it’s not. That’s why I said yes just to see if I had just handed one of my two cities to them by saying yes, haha.

If you can’t hire a hero who wants to join you because you don’t have enough Energy, is there some way to hire him when you do have the funds?
OK this seems very very wrong.
By any chance, did you get a message in red saying “can not queue actions at this moment?”
I’ve had this happen a couple of times, towards the later game, where there is basically alot of stuff being processed.
It’s not ideal. If that is what is happening, the best thing to do is not open npc demand notifications etc until nearer the end of the turn. I. E. Make it the last thing you do before you click end turn.
If that isn’t what’s happening then you may have a (new to me) bug.
Perhaps try running the game in debug mode and see if something is awry.
I think you have 3 or 4 turns to pony up the cash and then they disappear.
Interestingly enough, I think this is one of the very few things Endless Legends did right, having a college of heroes you could hire at any time.
And in a Sci fi game it would be fairly easy to explain it lore wise.
In a fantasy game it would be “guilds” I suppose.
Next time anyone gets a request for a sector demand from the NPCs, click on the show sector button and let me know if it works for you, I’ve not once gotten it to work in 70 hours of game play seeing it half a dozen times.
Like I said, I just decline it all the time, said yes this time just for funnsies to see what would happen, which was I’ve no idea.
I’ve had it work apart from the 2 or 3 times the “cannot queue actions” message showed up.
Worked ALL the time.
And NPC messages never every turn.
Which is why I think something is going wrong somewhere.
I’m not near my computer today but I shall be tomorrow.
If you like I can go through my game and note down if I get the same issues.
Alternatively, you can compress and upload your save and I can see if that helps.
Failing that I can always forward it to the devs if we can show something is really wonky.

Are you not able to annex a territory if it’s right next to an opponent? I have a territory I need to annex but it’s not an option, and it won’t let me colonize it because it says I’m right next to it. Confused.

Is your primary firing button for main weapon an “ability” as far as damage mods are concerned?
I can confirm, now that I can have more than operation, I cannot abort either of them. I’m using the beta patch.
Do you have high enough population? You can only annex new sector at 4, 8, 12, and 16. Adjacency to an opponent shouldn’t matter.
Some sectors already have a settlement in them - you can’t settle adjacent to another settlement.
You can see the numbers increase when you select skills - for example, if you have a sniper rifle and your main ability deals 20 damage and you gain “+10% ranged damage” you’ll see it jump to 22. Or if you equip a mod - even before you commit to the purchase.

I have plenty of people. Normally, when your hover mouse over the annex button it tells you if you can do it, or how many more people you need. But here, there is simply no annex button period. Two pics (I’m orange):
What’s weird is those 3 territories to the starred one to the SW? I could annex those and could also colonize them, but the I can’t see a difference between them. Makes no sense.
There is a forward base in that sector - is that your forward base?

You’re orange? It’s too far away from your city. They can’t be further than 2 sectors away.
What @KevinC said, but also you can tell which sectors are options when they have this symbol on them:
