I don’t think I’d be opposed to a gun tax, but there is a reporting problem. If you want to avoid the law so much that you’re willing to travel to another state to buy a gun, you have no problem keeping that gun a secret in California.
I’m guessing states have no power to impede interstate transit.
California already has agricultural checks at the border. I don’t see why they couldn’t check for guns as well.

Most years, more than 20 million private vehicles and 7 million commercial vehicles were inspected at the BPS. From these vehicles, inspectors rejected over 82,000 lots of plant material (fruits, vegetables, plants, etc.) because they were in violation of California or federal plant quarantine laws.
IMO, your problem is that you’re going for common sense legislation while on the other side you have people spending money and time, huge amounts of each, going for legalize everything short of nukes.
Short of having a reverse-NRA, no idea how to fix it… And even then it would probably take a long time.
Something makes me think that our current court might take a different view about gun checks. If everyone has a largely unfettered right to have guns, state line stop inspections tied to e.g. fines or denial of entry won’t survive a challenge.

I’m pretty sure they’re using the checkpoints to look for undocumented folks, etc.
This is a typical CA border check for me.
- Slow down as we approach checkpoint
- Officer sees we’re white and not brown-skinned terrorists
- Waves us through without stopping
Once they asked us if we had any fruit with us and another time an officer joked about arresting my wife for some fucked up reason but that’s about it.
This was more or less my limited experience.
Hawaii also has agricultural controls, though obviously a bit of a special case in terms of geography. You declare stuff on the plane. Can’t remember if there is any customs-style checkpoint at the airport for people flying in from the mainland states.

WTF, reading the first sentence, I would imagine today’s ICE could use the same wording. The inspectors are definitely not cops as far as I can tell, though I’m pretty sure there’s always one or two patrol cars waiting nearby in case of trouble.

Yeah see I’ve never seen them as cops, not even once. I don’t know what they actually do if someone refuses a search or to answer because… i’ve never heard of it happening. Do you have fruit, no. And you move on. They do search bigger vehicles, trucks and things with compartments but… I mean it’s not like going through the TSA. It never feels… threatening.
If they wanted to do this with guns, maybe same area but a totally different group of people would have to do that.

The problem with guns is that if you want to stop them, you pretty much have to search.
Because you’re trying to find contraband that no one you want to catch is going to declare. They knowingly went to where they went specifically to get it. It’s not like buying groceries and not realizing you can’t bring them in or whatever.
“Got any guns in your car, person who is planning a mass shooting?”
“Nope.”
“Okay then, take care.”
Isn’t going to work.

It would become a very dangerous job, and all that fear most don’t have now at the border will… become one. Suddenly it’s the TSA again, and only certain people get the brunt of it, several will just avoid going to the border entirely, and the rest will endure with little to no rights.
It’s not a good idea but… the fact remains they already have this set-up in place, sort of.
