Note the upper left portion of the screen isn’t updating, which may mean nothing. Could this be something hardware-related?

If your mouse pointer appears to go behind it, it could be your monitor or BIOS, that’s not a bad observation to have.
Doesn’t sysinternals have an app to track down a window handle? If it is a virus or something.
