I would have snapped up Tropico 4 in a second had it been five bucks on Steam. But I’ve still got a lot of Tropico 3 left and 4 will get cheaper (on Steam).
Only the Steam edition works for the holiday thing, too, I believe. Also.

Steam is a platform, not just retailer. Why is it odd to think that a person likes to keep all of their digital-purchased games on the same platform?
Given that the definition of a platform includes hardware or virtualized hardware, Steam is not a platform. Steam is a distribution method and could easily be considered a software portal. I imagine that Steam loves that kind of loyalty. I’m a big fan as well, though I can’t imagine being willing to pay 2-3x more for the same program than via another reliable retailer. That’s all.
Anyway, since I’d set a price point of about $8 for Tropico 4, I’m all over that Amazon deal. It’s downloading now, so thanks to Papageno for posting it.
Why is it odd? I would like as many PC games as possible on one client. With a game like Tropico 4 that I’d only buy at a $5 price, why not wait for it to hit a deep sale there? It’s not like I’m frothing to play the game. I wouldn’t touch it until after the new year anyway.
At least for me (and I suspect many of us) it isn’t about paying more. I simply won’t get the game. I have enough backlog to not add a game via Amazon and, more likely than not, forgetting I ever bought the damn thing.
Amazon is selling the download versions of Rome: Total War and Medieval II: Total War for $2 each. Empire and Napoleon are $4 each.

I think the Valve’s decision to allow activating on Steam games purchased elsewhere is the brightest business decision since [I can’t think of something similar right now].

Gamersgate, it seems, has put a ton of their catalog on sale. Their offers list is 46 pages long. Not as well put-together as the Steam sale, obviously, but I bet you could find some good stuff.
