Any loopholes that I’m missing on the first choice? Are vipers in the field considered reserves, and what happens when pursuit tracks increased when there’s nothing on it?

In this case the fact of no ships on the CFB is immaterial. It still advances one, which means place a civvie.
As for reserves? Nothing would happen. There is no undamsged vipers in the reserve, only in space. If it would damage either it would say ‘damage a viper in reserves or in a space area’
