Can CAG launch vipers with command broken? The other option is to XO me to also launch and use the CAG card in a way to give it to him.

I already fixed it. For your upcoming action take the Assault Raptor to 2. I am not sure if you can use the CAG title I am about to give you, but if you can you should move the viper in 3 to 2 with you.
Action 1: Launch in 4, Use Piloting CAG to launch viper in 3, escort the civilian in 4 myself.
Action 2: Use alternative CAG action to have the viper in 3 escort the civilian and pass CAG to @Navaronegun

Actually… I disagree.
There is no restriction on using an action only once, except unless otherwise specified. There is, for example, nothing that prevents using the Quorum card multiple times to use President actions. Likewise any board location such as armory. Unless text explicitly stops it, it is allowed.
In this case I believe the outline of actions listed by Lantz is legal. He can not use the bottom portion more than once, the action limit exception, but there is nothing that prevents him from using the other part of the powers
I will confirm, but unless I see positive proof otherwise I rule it legal.
In fact I found positive proof that @Lantz used a legal play.
Move all the ships, @Navaronegun gets CAG and a free action from player ability.
However he may not use the CAG bonus power. That is ‘once per turn’ and it is still the same turn.
Just to clarify, I think we all agree that the CAG special bonus isn’t available this turn.
So he should just launch and move to 2
