Let’s suppose we get a raider activation on the next one.
Moving the civvies would not work , unless we have something of a sacrificial lamb we could put in a sector (4?) to herd the raiders together. Empty sector 1. edit doesn’t work with the raiders in 5 would still move to 6
We could get two vipers into positions to cover the civvies somewhat although the one in 1 would be fighting 6 raiders. don’t like those odds. But maybe best bet.

Hopefully no skill check on the crisis because baits ruin us. And really hope no raider activation symbol
