I don’t have them myself, but i’ve been hearing they got another 50% drop. Boy am i glad i didn’t take particle mines… They were probably too powerful from what people say (i used them only for about 5 minutes without advantages so can’t say personally), but probably just going to piss people off reading how cryptic says it. I can’t imagine a nerf of that magnitude not being too much either.

Never Strikes Twice now deals +30% damage (down from +100%) to held targets.

Ability is not worth it anymore. Most of the important stuff is already immune to holds anyway. In any even, a new rank is a 20% increase so an extra 10% increase that doesn’t work on quest bosses and requires special conditions is questionable.

Telepathy: Ego Sprites: Slave Mentality: Each stack of the HOT provided by Slave Mentality will now do about 50% less healing, and is now capped at a maximum of 5 stacks, each target may only provide 1 stack.

For such a situational ability (they have to last the whole time or you get nothing), this kind of sucks. don’t know if i will take this over chii resurgence now.

Teleport: Teleport can no longer be used while held.

AWwww! I suppose that was kind of broken though.

Just for a laugh I worked out how many mobs you would need to kill for a full retcon without any missions based on these figures.

I estimated for every 10 mobs, 7 would be henchmen, 2 villian, 1 master villian. Drops 1 white per 200, 3 greens per 200, no blues or purples.
This works out at 306 resources per kill on average and so a full retcon at 9371800 needs -
31239 kills.

The economy changes are on the ptr, but apparently respeccing is still broken. From Post by a Level 40 Player. Luckily, cryptic makes tons of huge changes nearly every patch so it is sounding like we will get a free respec 2-3 times a month at this rate.

All and all, my lightning hero took it decently hard with the nerf to Never Strikes Twice probably making electrocute not worth it as well. My munitions hero, now focusing on melee didn’t though because seriously, everyone hates gun ballet so nobody complains about it. Except i am still pissed that they nerfed the graphics of the Lightning reflexes aura and made it so i can’t change the color! What the hell cryptic!

Mini Mines: 50% reduction would be about right. Yes, they were that overpowered. They are still good.

Never Strikes Twice: Absolutely warranted, as you can easily arrange to have your target held, especially in a team. In particular this applies to PvP, but PvE too. This still strikes me as worth it situationaly, although I’d probably take another rank instead.

Ego Sprites: Holy Crap was this broken! More broken than Tazer Arrow, though not quite as obnoxious. The bug fixes + nerf was absolutely warranted, it is intended to primarily be an auxiliary attack – not a better self heal than anything else! Yeah, it heals less than Chi Resurgence now, but it also does damage and doesn’t reduce your damage.

Teleport: This doesn’t actually change anything as while previously you could Teleport while held, you couldn’t actually go anywhere and could still be hit – this is primarily a graphics change or bug fix.

And Teleport is broken, far better than any of the other travel powers in nearly all circumstances. Cheaper, Faster, makes you immediately safe, etc. Does Teleport really need to be a better defensive power than everything else?

Close the Gap: Meh. At +30% point blank damage for Two Gun Mojo, only slightly more than just taking +Rank which works for all ranges, it’s edging on not worth it. Especially considering how much more damage Assault Rifle does. They should have made the effect match the description (i.e. +50%) rather than the other way around, or perhaps set it to +40%.

All around this patch is a good one, although I’m left wondering why the hell the most obviously abusive powers, Tazer Arrow and Teleport, aren’t addressed.

No, they don’t. The fixes are pretty small across the board, and mostly bug fixes. Most of their patches are like this, with precisely one exception – which although tardy was well warranted.

Rather, it’s because Bullet Ballet isn’t broken. If anything, it should probably cost a bit less energy.

As far as I’ve seen, they have yet to “Nerf” powers that didn’t warrant it, and frankly, haven’t overdone any rebalancing either.

Well, i don’t really pvp so i don’t see a ton of use for electrocute other than using to proc never strikes twice, but i’d prefer +20% damage over +30% damage vs random world villains+ only. Ego sprites might be really nice in pvp, but seems like most of the time it wouldn’t last the duration in pve. These changes were almost certainly made strictly for pvp which is cool if you pvp a lot, but coming from wow where there was frequent changes to pve caused by pvp complainers, it kind of stinks to see the same thing happening again.

oh and i gave up on holdout pistol. 5% energy is like 7 energy and my energy normally goes in chunks from using bullet ballet or lead tempest. Killer instinct also works against this as i gain energy every 4 seconds or so from it. Probably still get it eventually, but things like sniper rifle, chii resurgence and ego sprites are much more important.

Yeah, Holdout Pistol just sucks. It’s also not as cool as the other Munitions powers.

I hope they make a pass on improving the lame powers after they iron out the obviously overpowered ones.

To be blunt, you didn’t see how to abuse it. It was just as good in PvE as PvP.

Most of the sprites changes were bug fixes, aside from the one reducing the healing by 50% per sprite. They didn’t stack for damage, and they clearly weren’t meant to stack for healing – but they did.

You also weren’t supposed to be able to teleport when held, especially as it didn’t do anything – clearly a bug fix.

Close the Gap and the Ice Wall changes were also clearly bug fixes, although the Ice Wall bit might have been an earlier patch.

Mini Mines and Strikes Twice weren’t bug fixes though.

Was the crime computer mailing you every 10 minutes (whatever) a feature added recently or is it just past a certain point. My 22’s mailbox is crammed full of spam from the crime computer now and it is annoying as real spam. I suppose this was one of their ways to deal with the content gaps, but it would be nice if you could disable the mails about random missions.

They made it so you can pick up citizen quests from the crime computer. It seems like it mails you every time one is available, maybe? I don’t know… but had the same problem occasionally. It seems recent.

Well, it looks like the mail system probably ate my Energy sniper rifle, i hope it didn’t have a good graphic bah. As if my gatling pistol wasn’t enough.

I think it’s both a recent feature, and happens past a certain level? Definitely annoying; I think I’m going to start making use of their spam marking system… Nominally I like the idea that NPCs are contacting you for assistance, but in practice it’s annoying.

Grrr. I haven’t had this happen for a bit, and was hoping they’d fixed it. This sort of fundamental database atomic commit or rollback code shouldn’t be that hard. :-/

The thing that gets on my nerves the most is that i sent a test mail of just text to make sure it was working and that went through time. Maybe it is just sending items that has… issues.

Obviously i got sniper rifle. it is nice and works well with my other abilities. I normally start the fight with sniper rifle, sometimes getting 2 enemies in it (damn gadroons spread out). One non critical hit nearly kills a +2-3 henchmen in one hit and it hurts villains a decent amount too. After that, i generally go in with bullet ballet. Gadroons sure are a pain in the ass though and do tons of damage. Against any big tough bosses, simply getting enrage up from two gun mojo and bullet ballet takes them down incredibly fast.

Reading through the patch some more, there are some things I don’t like so much after all.

Thermal Vibration: From descriptions I’m reading it’s much reduced, which seems unnecessary for such a tepid power. One of my heroes was using this, so I guess I’ll see in a bit.

Particle Mine: They made this weaker? I thought it was pretty weak already… Am I missing something?

However, there are also many more positive changes than I’d expected, although mostly fairly minor. The device changes are quite good though – I was just looking at using those particular items because they seemed so good. Dang!

It still amazes me how easy it is to create new heroes.

Any tips on picking a nemesis? I’m mostly a melee character so hopefully they won’t kite me across the city. I’m almost 25 and i’ve heard enough horror stories where a melee hero picked martial artist nemesis and ended up getting chain rooted all day long to be scared.
