I think what’s more unbelievable is how China built a Mayan pyramid, in the ocean.
I think it’s possible to purchase tiles at ranges greater than 3 away, but I could be wrong. It might be dependent upon city size.

I don’t think it’s possible to purchase hexes that are more than 3 away, but natural cultural expansion can grab them. I’ve had it happen with my own cities before, so it’s not just AI cities that benefit.

This. It happens all the time, and it will target tiles with resources over generic tiles (developed resources are the only direct benefits from grabbing tiles more than 3 away from your city).
The Civ V city manager AI is much more aggressive about obtaining resource tiles nearby (or not so nearby, as the case may be) than it was previously. It seems like it used to fill in all the hexes within the 3 tile radius, before expanding out further; now it will aggressively snake towards and take resources for the entire civ, even if they aren’t within the 3 tiles usable by the city.
In a situation when settling that close to the AI, I tend to purchase those tiles quickly, to make sure I have them locked in. Make sure you have enough gold to do it all at once, though; they’ll bitch about it when you buy near them, so it seems better to get it out of the way in one shot. (And prepare for war, of course, if you’re building up that many cities right next to them…)

I too have done very similar snakey fingers to grab resources. It’s totally legit and one of the cooler bits of Civ 5 that feels like modern day “District Gerrymandering” (sp?).

So last game I conquered Rome and noticed an odd farmland hex. Most of the grassland tiles had the usual 3 food for a farm (or 4 food + 1 gold for an irrigated farm since I had civil service). But one of the hexes was different… an unirrigated grassland farm, with nothing else unusual about the mouseover description: 3 food + 1 production. What? How?

A quick question for you experts: started a new game to learn the features of the expansion. I used a great scientist to build an Academy. The tooltip said that constructing the building would connect strategic resources to my empire. I built it on a hill with gold expecting to get the bonus from gold, except nothing has happened. Have I encountered a bug?

It’s a luxury resource IIRC, so you should be getting 4 happy from it. Now, if you’re talking about the improved yield you normally get from a mine on it, you don’t get that, I think. Been awhile.
Great Person improvements, of which an Academy is one, will always connect Strategic resources that are on the tile. Gold is a Luxury resource, so it requires a mine to connect it. The reason Great Person improvements apply only to Strategic resources is because not all Strategic resources are revealed at the start of the game, unlike Luxury and Bonus resources. Horses, for example, are shown only after researching Animal Husbandry. This alleviates the situation in which you build a Great Person improvement on a tile, only to find it contains a Strategic resource after you research the unlocking technology.

You can’t create a Great Person improvement in a city. They’re called Great Person improvements, not buildings, so they’re created on the tile upon which the Great Person is expended. Are you confusing this with Great Person slots in certain buildings, like the two Great Scientist slots in the University building?
