Do they have the ability to stop inter-state travel? because that seems crucial to isolate the states that don’t react in time by the ones that start to manage the infection rates.
AFAIK, that’s a federal power, not a state one.
According to the IRS website you still need to file your taxes by April 15th, but the payment deadline has been extended to July 15.

You can add the entire state of NY to the list as of a few minutes ago - Cuomo just announced shelter-in-place in all but name with tighter restrictions for 70+ year olds.
So this is very small sample size but promising - hydroxychloroquine looks to smash down viral loads in patients to where they test negative.
