The whole game is full of brokenness with its inherent basic looting system among many others. It needed at least one more year of polishing the basics.
Sure seems that way if simple stuff like this is still unresolved.
Quick and dirty; on area load, lift all lootable items x inches and drop. That would solve it unless the issue is in the terrain, which seems unlikely but I guess possible.
The game itself seems fun, but I’m worried my OCD will get to me as well and I’ll probably shelve it until the next patch.

in 6 months worth of patches they haven’t focused on fixing the looting yet.
IIRC I dont remember ever having a problem looting anything of importance. Only time I saw stuck stuff like this, it was worthless junk like those cards. Very easy to ignore.

Happens a lot with loot. A LOT. You can sometimes get to it by quicksaving, loading and spamming loot key real fast before it drops from the sky and gets stuck inside the ground/container again.
As @Paul_cze says though the vast, vast majority of the unlootable stuff is literally junk, trash, worthless. I had exactly one unlootable item that was important, a quest item, and they fixed that in one of the first patches. Is it annoying? Oh yes. Is it forgivable in 2021 for a full-price, AAA release? Oh no. But does it really affect the game that much? IMO, no. There are many, many other, better reasons to yell at CDP-R concerning this game.
That might work if not for some items already floating in the air. :D

It sucks that both Tomaszkiewicz brothers left. They were old timers, since days of Witcher 1.
Dragon Age Inquisition DLC’s director does not inspire a lot of confidence in me, but I hope to be proven wrong.
SWTOR had some good bits to it when I played it, long ago. Might signal a more RPG-ish bent to Cyberpunk work. Or maybe just crappy monetization work!
Any news on further updates or DLC for this? In 6 months they’ve released a bunch of hotfixes and what, two full patches?
