Why did they use it in the first place? Is there some kind of developer incentive or was it all Microsoft throwing money at publishers to have them force their devs into using it?

Developer with limited knowledge of actual PC development and PC gaming in general, so Microsoft probably seemed familiar and safe, in a "nobody ever got fired for buying IBM" kind of way.
