According to the last thing I read by people who assemble item lists you are actually right. There’s all the leveling items from 1 to 60 from the base game, but the new team got rid of all the items over 60 (itself the source of various recent item woes) and then only added level 66 items before you get to level 70. So item ranges go 1-60, 66, 70, which makes the level range from 60 to 70 kind of painful.

Not at all. The devs explained it a couple days ago. There are level 61 and 66 items, but those item levels (unlike <61 items) only control the minimum level to equip, not the item’s stat budget. So a level 61 item could have the budget of a 61, 62, 63, 64, or 65 item, and a level 66 item could have the budget of a 66, 67, 68, or 69 item. This allows you to use them for a bit longer during the leveling period, which really doesn’t take very long, and makes twinking alts a bit more rewarding.
Is that referring to the actual item’s base stats changing per level or just the magic affixes? Because if the base stats of a level 61 item aren’t increasing when they drop at level 65 it will have a noticable impact in the same way that two-handed weapons sucked for the same reason.

They didn’t specify that. But again, it doesn’t take very long to level from 61 to 69, so who really cares?

I missed one of my follower’s end quest. How do I get it again?

I remember reading that it was changed recently so that monster level is now always based on the highest level character in the party regardless of who created the game. I haven’t tested it, though.

Nope. I just helped two friends power through act v in 2 hours. They were 61 I was 70 and mobs were 60 because they hosted.
I accidentally refused the one of the Scoundrel (if finding his brother in jail is an end quest) and got it again by simply talking with him about his brother a 2nd time (the topic that triggered the quest).
This is certainly the case with rifts in adventure mode at least.
When i was 69 playing with my friend’s 65, the rift was 69. When they then went on their 70, the rift became 70.
That’s interesting. As someone who isn’t twinking alts, this “feature” feels pretty crummy. And I’m not power-leveling, so the time to get from 60 to 70, for me, hasn’t been especially quick.
The entire game up to level 60, with Reaper and Loot 2.0, trains you to expect regular, frequent gear upgrades. And then it just stops cold, 10 levels short of the max because…alts? It’s sudden and glaring enough to feel like an error on Blizzard’s part, even if, as you say, the system is working as intended. I suspect this system will be tweaked.

who hosted/initiated though?

You still misunderstand. Itemlevels 61 and 66 only control the minimum level required to equip the item, not their stat budgets. So a level 61 item could have the stats you’d expect to see on a level 65 item-- you can just equip it earlier.
This is actually great news and very cool. The only downside is that it can be pretty confusing.
No, I think I get it. What I’m saying is that a bunch of people are reporting that, despite what could happen, in practice there aren’t nearly as many worthwhile upgrade options dropping for folks between 61 and 70 as there are between 1 and 60. And it breaks the flow of the game for people who aren’t looking for high-powered gear for their lower-level alts.

What followers do people use and why?
I pretty much stick with the templar with any character. His healing is a life-saver literally. The weak DPS of followers seems to make the other two moot.
Once I started giving my templar my cast off legendary gear, I started seeing him get the last hit in on trash mobs. I use templar, too, because his healing lets me pay more attention to killing things.
Templar all the way. Glorious!
I’ve only used a wizard so far, but for a follower I’ve pretty much stuck with the Templar as his melee skills and healing compliment the wizard’s long distance damage dealing well, I find. His banter also cracks me up.
Templar all the way, although I can’t stand his dialogue!
I use the magic lady, her spell to turn enemies into Chickens has been very useful.
How did I miss that?! Must try next time I play.
