Dealing with neighbors is tough, particularly if you don’t live in a covenants/HOA subdivision (these have the advantage that a managemement firm or board will generally mediate disputes or at least offer opinions). If you’re not in that type of neighborhood then you basically have to ignore them and hope you’re not in violation of some city ordinance.

Or you could mow your fucking lawn. =)

I mowed the lawn this week, the guy is just an asshole. The house to my right has some foot-tall weeds though.
