He’s said publicly he prefers acting roles. The obvious reasons are because of no need for confirmation, easier for them to do evil deeds without consequences as they aren’t big-time pols, and also they’re easier to get rid of when they (inevitably) eventually betray him. I wouldn’t be surprised if he finishes his term with most of these positions acting or vacant.

I don’t understand why any President bothers to go through with the confirmation process given the rules about acting cabinet members. Just one more area where Congress has abdicated its authority, though I guess we can take comfort that McConnell will reign that in just as soon as a Democratic President tries to pull the same tricks.
