I feel like Chief of Staff is a bit of a cat-wrangling position more than a position that requires great expertise in any given field (or, rather the field is “cat-wrangling”).
In that sense, Kellyanne might be good. She’s been able to make the press do what she wants at least.
Kellyanne is similarly not qualified due to a lack of Senate Confirmation.

The whole area of what posts require confirmation is a weird one, as is the definition of which positions are technically in the Cabinet and which ones are merely “Cabinet level positions.”
TIL, for example, that Mulvaney had to be confirmed by the Senate to be director of OMB, but not to be Chief of Staff … but neither director of OMB or Chief of Staff are technically Cabinet positions, merely “Cabinet level.”
