Parts of the federal government were already facing a succession crisis before Trump took over. I wouldn’t be surprised if some departments will be reinventing institutional knowledge from scratch.

Leadership roles routinely turn over whenever a new administration takes over. For instance, Jessie Liu has only held her current position for a few years.
Trump’s self-serving requirements for appointment are disturbing, but his institutional imprint will be overwritten by the next administration. In other words, pretty much everyone who Trump is firing now would have resigned anyway under President Sanders. That’s a feature not a bug.
The real “institutional knowledge” is in the non-leadership roles, who are protected from interference by Trump (hence his railing against the “deep state”).

Except this is different under Trump. The distrust between the career and political employees has never been higher. This is made worse by Trump moving into senior or political slots junior or incompetent employees who are known to be reliable Trumpists.
Almost all senior career employees who have employment options in the private sector have jumped ship or are planning to. Which in many cases means that the ablest and most dedicated people have left.
