Did it though? Do we know for sure Bolton himself didn’t also contact any government legal entities, or even file a whistleblower complaint? I don’t think we can count out that he may indeed be part of the force pushing more of this than just telling Hill to go talk to legal.

Both of those things are true. The equivalent to prosecutors (managers) are members of the House.
Steve Chabot was also one of the managers - he has managed to avoid being quoted about any of this, as far as I have seen.

Up until today, New York state (unlike most states) couldn’t have prosecuted state crimes that Trump had pardoned on the federal level.

Hey, I heard this question posed to two legal experts yesterday while listening to a show during the evening drive home.
Here’s the key things they both agreed on:
- For the lackeys, arrests are made quickly. They may be used to help further the case.
- For the bigger fish, the issue here is walking a thin line between getting absolutely as much information as they can prior to charges, while also keeping in mind that the suspects in question could be pardoned. So the prosecution looks to see if there could be any state charges applied as well, extending the time it takes to investigate the big fish.
- Careful work has to be done to ensure if there is any attorney/client privilege due to Guiliani, that is handled correctly as part of the investigation, throughout the process.
The two speakers were in agreement it’s coming, just unknown on when.
