The Land Act of 1799 was extremely popular, propelling the father-son team of John Adams and John Quincy Adams to new heights. (Popularity +3 each, 1IP to Adams). The Democratic-Republicans charge Adams with nepotism and wanting to establish a monarchy in the Americans, which generates additional support for the party, especially in the South. The Sugar Tax of 1800 was the first tax, as opposed to tariff, introduced in the United States. When it was passed, many questioned its necessity, as the United States’ debt was low and revenue was high. John Quincy Adams convinced the public that a tax was indeed necessary, and that a tax on refined sugar was the best way to raise additional revenue for the state without unduly burdening the populace. Given the limited tax burden, this approach was a success .

(I rolled a 3 on the tax outrage table, +2 for the modifier and +1 for number of taxes. That results in a 6, for no effect.)

John Quincy Adams led the assumption of state debts in 1791, but did not get the chance to complete his economic plan. As a popular Secretary of the Treasury, he felt that this was the time to strike. He proposed to his father, the President, the creation of a National Bank that would provide funds to the government and act as a clearing house for government bond issues. Democratic-Republicans railed against the bank, calling it an unconstitutional expansion of the Federal Government’s power.

Create a National Bank is a difficulty 4 issue that is resolved by the Secretary of the Treasury and Congress. If resolved, it provides 2IP to the Conservative Leader. If failed or ignored, it moves to the next deck. A resolved result may be canceled if Judicial Review is in effect, which it currently is not.
