In 1803, a major issue came to a head for President Jefferson. French depredation on American shipping had been a low level issue since the Adams administration, but was now reaching a level that was impossible for the administration to ignore. This undeclared “Quasi-War” between Americans and French privateers would come to dominate the politics of 1803.

Quasi War with France is a difficulty 5 issue, with two resolutions. The Secretary of War and Congress can resolve by fighting, which results in Reserves -50 and 2 popularity. The Envoy and Congress can resolve through negotiation, which results in Reserves -10 and public support +2 to the President’s party (may be sabotaged). If failed or ignored, it results in -15 reserves and -2 popularity.

The French did not expect such a forceful response from Thomas Jefferson, who they believed supported their interests. His appointment of his rival Alexander Hamilton as his Secretary of War was an indicator of how seriously he took the French privateering, and how committed he was to stopping it. Jefferson and Hamilton pioneered a plan to hunt and destroy French privateers, as well as launch a punitive expedition towards French Caribbean possessions. While expensive, this plan resulted in a convincing defeat of France and a promise to stop privateering efforts. Both Jefferson and Hamilton saw substantial increases in their popularity, and Hamilton secured his position as the leading Federalist.

Article I, Section 8, Clause 17 provided for Congress to exercise jurisdiction over a seat of government, no greater than ten miles square, ceded for that purpose by one or more states. Jefferson and Monroe, both Virginians, proposed a site on the Potomac river, including parts of Virginia and Maryland. This would be called the District of Columbia, and serve as the seat of Congress, the President, the Supreme Court, and various and sundry other governmental functions.

Re-Locate Capitol is a difficulty 4 event, requiring action by the Secretary of State and Congress. If resolved, it provides 2IP and 1 Popularity to the liberal party leader, as well as 1 Popularity for resolving the issue. If it fails or is ignored, it shifts popular support one towards the Liberal party.
