It’s a point of view, merely facts. This sentence alone “otherwise, France could not have been complicit in the backing of the Hutu genocide of the Tutsi in Ruanda” proves that this is based on nothing but hear-say. This is the same kind of conspiracy theories we hear from USA bashers - world domination, evil deeds and so on. I’m not sure Chirac and his foreign teams are bright enough to work out such an elaborate scheme.
