Funny, several of the items remind me of Modern Times, but they don’t all fit.

1.Traffic - this is the biggest stretch. Early in the film Sullivan gets pulled over for a traffic violation
2. Travel - I mean, it’s in the title
3. Prison - Sullivan gets sent to prison for hitting someone with a rock
4. A near fatal case of mistaken identity - Sullivan is mugged and then his assaulter is killed by a train, but the assaulter’s corpse is mistaken for him.
5. Verbal horseplay - It’s a Preston Sturges film, come on
6. A man who only wants to talk about politics - the inciting incident is Sullivan’s decision that he doesn’t want to make comedies any more, he wants to make political films about the common man
7. A struggling actor - after his first failed attempt to learn how the other half lives, he encounters struggling actor Veronica Lake in a diner
8. Cross country chase – When he sets out on his journey, he tries to lose his studio minders but is pursued
9. City and countryside, rich and poor - See above
10. A train attack – Sullivan’s mugging occurs in a trainyard

Just watched Tropic Thunder which fits the last one, but stuck on the rest, although I’m at work right before class.

edit: I’m back from two weeks of self-inflicted retreat for not having found Casino and The Big Sleep, two of my favourite movies ever. Still recovering.
