Yes, I think the WT for NASA is supposed to come from the bank. If the player in question was meant to pay that, I think it would (or should) be made clear.

And we already have 8 of the 9 robonauts in play, so there’s only supposed to be one left. Why you guys need all those robonauts, I don’t know.
