Where did you get this information regarding characters being locked out? You are the only person I've seen post that, and at least one source directly contradicts you:

Yes, I'm seeing a lot of sites reporting various versions of that information. Unfortunately, what I'm not seeing is an official Blizzard statement to that effect. In fact, the latest I can find on that subject is a definite "we don't know" from March.

Wo0t! Much prefer the console version in terms of gameplay.

Didn't Capcom figure out how to do this a while ago?

Pretty sure the official press release does states that PS3/360 characters can be transferred into the PS4/Xbone upgrade respectively, I read it with my own eyes this weekend. Blizzard did announce this was going to be an option last year when the PS4 version was originally announced, but as of this week, it is stated conclusively by PR.
