Yeah, making gifs from videos that are good quality but not 8mb in size is an artform I can never get right it seems. I feel like I have to do research on the terminology in order to render it as well as the rest of the internet seems to do.

Depends on which operating system I’m using. It’s easier with Linux than with Windows. With Linux I use a combination of mplayer and ImageMagick command line tools to do it. With Windows I use VLC and hold down Shift+S to take snapshots of the sections I’m interested, then use a crappy freeware GIF maker (Easy GIF Maker) to make the actual GIF.
