I’m pretty sure the purpose of the cable is to pull the chute as they jump out of the plane. It looks like the parachute was improperly set-up or something and tangled when it was supposed to open, and this guy got lucky in that the cable stayed connected.

I know that video probably shouldn’t have made me say this but, Bjork is looking good. But she looks totally different in that video from how she looked in the 90s. Hard to believe she’s 46.

I suspect it does both. Pull chute open -> release. If the chute fails, it doesn’t release.
