Gabbard has plenty of favorables, too, but the smallest sample size by a good margin. I assume that means the vast majority don’t even think about her any more, as she has zero chance at any role on the ticket.

Single-chamber, can go across state lines, no state is guaranteed a rep (so the Dakotas might share 1 rep). That would be the fairest way. Also non-partisan districting.
I’m probably going to see to Beto in action next Monday since I’m considering him.
What’s the point of this? Why not just increase the resolution of the reps to make sure that the smallest states have 1, but it’s fully proportionate? Or really, make sure the smallest states get 3 or 5, so you can do proportional representation based on vote totals (no districts at all!).
