There is no such thing as “elo hell.” All players are part of the same system, everyone has to deal with the same headaches: matchmaking inbalances, players going afk, raging, having a poor game, etc etc. Those who complain about a certain elo range being especially difficult are just making excuses.

Edit: Okay, I’ll expand a bit. Before level 6 all you really have to worry about is her landing a mark of the assassin and then hitting you with an auto attack. That will hurt. So focus on last hitting, but poke her any time she throws her mark at a minion, she starts trying to get into melee range of the minions, or her cloak is on cooldown. If she drops the cloak, back up far enough so she can’t autoattack you. When she hits level 6 she picks up a ton of burst damage. When she gets two or three charges on her ult she can also tower dive you without too much problem if there’s a minion she can jump back to. At this point any time she lands a mark of the assassin, you need to start running because she’s looking to jump kick you. As Teemo you don’t have much in the way of escapes so if you aren’t at full health you need to go back to base or start tower-hugging. But as long as you’re careful you should be able to outfarm her and out-harass her and gradually whittle her life down.

Many people consider Vlad to be the strongest (“most OP”) character in the game. He’s extremely strong if he gets a solo lane (in all mid-high elo games, both mid and top are solo) and can farm. Due to his healing, he can generally stay on the field longer and out-level opponents. His power typically surges at levels 6 and then again at 11 - most players don’t have magic resist to mitigate his ult yet.
Bad Vlads will overuse pool as an offensive tactic and not build any defensive items. Good Vlads become unkillable (unless they’re hard focused and/or CC’d by more than one person) monsters with enough offensive firepower to make anyone without high Magic Resist cry.
To hurt Vlad, wait for him to use his Q (staying out of range so he doesn’t hit you with it) and then immediately counterattack. Make him pool as often as you can and you’ll win the lane. Lastly, anything that reduces his capability to heal makes his life miserable (items, the various summoner abilities, ignite, etc.).
And I hear Riot won’t be doing anything about him? And also that a Rammus nerf is on the way :( …and yeah, I loathe laning against Vlad, Nidalee, anyone with a bit of heal.
Nidalee does not actually have a finite amount of hit points in lane, you need to keep that in mind when laning against her.

Most people level the spear first, but really the heal is the priority.
Getting lvl 3 heal is the most important thing to do early game and you should have it by 5. After that you can start putting points into Q if you are really winning your lane or continue leveling your heal otherwise.
Yeah Heal > Spear > Trap, just remembering to put a point in trap before lvl 6 its the best way to go, the spear uses way too much MP and if you overuse it a lot you can die real easily.
Spear is useless before picking up a blasting wand.
Get Trap first, just to guard against ganks, level up heal, then put a point in spear when you have the AP to make it worth using. Without a blasting wand, the mana cost is just too much to be worth it.
This Nidalee wasn’t dumb and healed as she needed. Only time I got a poke or two in was when she was low on mana and a leveled rocket jump and some rapid fire would make her back off. Even then we would both lose about the same amount of health, which just forces Trist to BP at some point, giving her the advantage.
If I am VS a healer, or likely to be, I almost wonder if Vamp Scept or Red Crystal would be the best way to start - especially for possible early executioner’s calling or something.

Vlad is OP regardless. It’s not even really his health steal, it’s his short cooldown ability to turn into an invulnerable damage-dealing and slowing oversized zone of control. The balance is fucked as soon as Vlad hits about level 7-8. Bluemax will probably remember last night being about even with my Cho until about that level, when Vlad gets any offensive item and just ramps up in ridiculousness in the lane.
My proposal for Vlad would be to reduce the size of the pool and take away any movement speed increase it gets. FORCE the player to go BoSwiftness if he wants to catch people with that shit, or tower dive like a maniac.
And hemoplague is still one of the most ridiculous AOE ults in the game. 14% damage taken increased on anyone affected by it, for 5 seconds, is just flat out ridiculous, even after a nerf. I think the ult should be split into two components… one debuff for the 14% damage taken only for as long as you’re actually in the ult, while the final damage burst component remains on you even if you leave the ult area.
I personally don’t find anything wrong with his siphon. His passive is about as uninteresting as they get for a tank (turn health into AP and AP into health! so uhhh… build health! yay!). At least Cho’s passive gives some interesting gameplay implications, like when mxlm was chasing me at low health from top and I actually ran back to his tower to kill some creeps to refill my health by a good 200hp.
The thing about Nidalee’s spear is that it seems to do less damage than stated at point-blank range, but it does way more at long range. And by way more I mean over twice as much damage if you hit them close to its max range. Of course hitting anyone from that far away is a crapshoot.
Her real souce of damage is mauling people in cougar form. All those skills are manaless cooldown attacks, so with the cooldown boots she has 3 melee range skills with cooldowns about 3 seconds triggering Sheen (or Lichbane) constantly. Naturally being a fragile dps thing she gets shut down really hard by stuns.

Also, I guess if you don’t actually play her there’s no way to know unless you go to a wiki just to read about champion abilities.

Vlad is balanced at the moment. Even after the item changes. His pool is actually his most balanced move because it’s tough to use and easier to counter than blinks once you’re used to it. Vlad feels too powerful because he ramps up to the the most powerful mid game of the AP carries. He can be a tank but he’s more of a carry. He scales less well late game when a certain bird becomes completely ridiculous.
His real issue is that his kit is broken because he loses nothing in building power or survivability and he has a free low cd nuke that also heals him. It needs work because it does far too much good for Vlad and has no cost. Fortune has a conceptually broken kit too. She’s a solo carry in a game about teams from start to finnish.
