To make Moria a bit less confusing I highly recommend the excellent resources on Moria over at the LOTRO Wiki. In-depth descriptions of each zone, maps with landmarks and transition points, even quest lists if you’re looking to wring every last point of XP and Deed benefit out of Moria.

I already have everything up to…Minas Morgul, which I played through twice completely on two characters during the “absolutely every zone is free right now” COVID year 2020 extravaganza.
So, as a lapsed VIP, I get up to Mordor for free?
No.
Everything up to but not including Gondor is free. So the Rohan Expansion is the last free content. Everything after still costs.
But this does mean all Epic Battles are free which includes some Gondor content: Retaking Pelargir and Defense of Minas Tirith, which are both Epic Battles included in the Rohan Expansion because it includes all Epic Battles.
