That is great, really that is, but the reason the 1994 is limited in scope is because of the second amendment to the constitution. So you can pass your law banning ownership of many different guns and then the NRA and other interested parties will take it to court and it will be ruled unconstitutional.
Also, if you don't ban ALL guns then what good have you done? The Texas clock tower shooter did most of his damage with hunting rifles that no legislation has ever attempted to ban.
So what is your solution? Because so far you have given me no viable solution to mitigate the social ills you say you want to alleviate.
If this stuff was easy it would already be taken care of and we would not have had the Newton shootings, the Colorado shootings, the Columbine shootings, the Texas shootings, etc.
