It was one I played when I was younger, in the late 90s early 00s. It came off one of those “1000 games!” cds, and was shareware.
The map was made up entirely of hexes with a side length of about 1-2 cm. The goal was to move your little animated guy to neighboring hexes to try and capture the whole map. The computer was trying to do the same thing. The game was turned based. Hexes could contain little grey fortresses that would give you control of the surrounding hexes.
The color pallet of the game was very obvious. All hexes were a very bright yellow, green, brown. The setting was maybe a cartoony medieval or caveman?
I remember it being quite simple, but very addicting. Does it right a bell for anyone?

Sean has just released the iphone version of this. Just search for “slay” in the app store. Its $3.99, which is a great price for this game, imo.
There are four difficulty levels and 300+ islands to conquer. The game at v1.0 is a little rough around the edges, but Sean has just sent version 1.1 in for approval to fix the worst bugs, and he’s always been good about long term updates and support. There are a lot of visual tweaks he is working on.
