It’s a general term for a group inside a country at war who work for the enemy. Almost certainly meant ironically in this case kind of like if I were to describe myself as an “arugula gargling, god hating, baby composter.” Andrew Sullivan infamously said, after 9/11:

I’m sorry, this is disturbing stuff, and maybe it’s because I’m exhausted after a long week but this part just struck me as funny in a dark way.
A guy plotting mass murder explaining why he chose a certain brand due to customer service considerations… I think it’s the very mundane contrasting with the horrific and disturbing.
Somewhere, there’s a Ryder marketing exec trying to figure out how to use this.
