Ok, so the HQ for NY won’t toughen NJ units, but it will if they have spy. Does a unit get double toughened if it’s in a spot adjacent to both HQ’s?

Can’t read the rules for Nowy Jork, but the NY ones say “Special feature: The HQ gives its
own adjacent units one additional Toughness point.”

Spy rules say “A Spy can link itself to enemy Modules or Headquarters as if they were friendly Modules
or Headquarters, automatically receiving their
bonuses and benefits”

I’m going to say double toughened. This is going to be fun :)
