Sure. We recently had someone play through the game and finish it while only killing one thing very early in the game…a Radroach. I’m not saying I recommend everyone run out and try to play the game as a pacifist, but if you want to give it a try, it has been done.
I don’t think I would ever play though fallout without killing anything, but I definitely do like knowing that there will be non-violent paths through the entire quest line.

How’s the support for my preferred ultimate carnage approach? Is it like Morrowind, where you could gleefully murder everything in Vvardenfell and still save the world, or will quest generators be immune to my macabre ways?
I think Emil said you can kill 99.9% of NPCs… so given that there’s roughly 200 NPCs that means you can kill everything except for 1/5th of one person. My guess? It’s impossible to kill Malcom McDowell’s head.

You can play MUCH of Fallout 3 without killing people, and there are options to talk your way through just about every situation in the game. But it’s a crazy, violent world out there, and you’re going to have to defend yourself at times
There are a lot of paths through the quests and some are non-violent. That said, you can’t wander off into the wasteland and expect to live.
But obviously, when you’re talking about supermutants, dialogue really isn’t a viable option. So I can’t really say whether or not you can finish the game without killing anyone, but implementing alternative paths is very important for us.

Unless one of the testers figured out a convoluted and unforeseen way of completing the game that didn’t require any killing except for the Radroach (which would probably be a required tutorial kill). But surely that couldn’t be it, because no player has ever done anything in an open world game the developers didn’t predict and plan for.

Kind of a shame he didn’t use that sort of thing for their E3 combat demo. This one was a bit more interesting.
They spoiled the vault exit; I wasn’t expecting that. I dug the welding mask, and it was great to see VATs in action on a non-hacked character. This game looks like it’s shaping up nicely.
