Odd VPN issue

I’m not too familiar with VPN’s, but a family member is having some problems that I was hoping I might be able to crowdsource.

So here’s the situation:

shared network -> router -> printer (and PC’s) … results in the printer being available for everyone on the shared network.
shared network -> router -> VPN … results in the printer not being viewable for other PC’s on the VPN.

I already tried changing IP addresses in case there was a conflict. Any other ideas?

Printer attached to the PC?

All traffic being routed through the VPN?

I think he has the printer as purely wireless (running off the router, essentially), but yes - all traffic through the VPN.
