If it’s related to the first black dragon it would explain both the vengefulness and the similar appearance. Plus, the new dragon starts things off with, “Say Disintegrate one more time. For me,” which matches the disintegration death of the first dragon.

I did like the oracle’s line about having to banish a ghost human who thinks the whole campaign revolves around him. It would be interesting if it turns out the OOTS folks are not the real focus on the story Rich is telling but rather are the side story.
