He must have access to protective spells being casted - especial before any big public appearence. But what spell?
Could be a class ability or Feat, too.
I wouldn’t read too much into it. Hit points and combat in D&D is sufficiently abstract so that you could argue that Tarquin is actually losing a few of his substantial number of hit points during those frames.
Tarquin probably has a few levels of Barbarian, and so gets his dodging even when flat footed.
I bet at some point in the not too distant future he loses his cool for the bonus STR/CON.

No. Mongoose’s Conan variant does, but not 3rd edition.
