I would submit I did always thought about it in terms of your ability to persuade or influence people positively. Otherwise, creatures who could intimidate such as would half-orcs/ogres/etc. would have a high Charisma as well. Vampires/Sirens, I could understand having a high Charisma due to their supernatural attractiveness but I guess that is framed in terms of “charm being xxxx” rather than an attribute. That train of thought leads me to believe I am again missing a rule, such as NPC’s (non-vital ones, at least) considered to have hit dice rather stat attributes. It’s been a while.

Well, Haley herself can be quite the female equivalent. She did routinely cheat her other OotS members out of an even split of loot, to say nothing of her cold blooded murder of her rival.

Getting back on track, I think Rich is going for a nice little dichotomy between Elan’s dad and Haley’s. On one side, you’ve got a ruthless, intelligent, self-aware, cunning, evil dictator who’s just the nicest little despot you’ve ever seen. And on the other, an ornery, caustic, abrasive old coot who’s actually trying to overthrow said dictatorship. It’s a fun little mash-up and presents an interesting contrast against their own progeny.
