I suspect that Belkar is still under the spell even though everyone else has busted out. First, he’s shown himself to be more susceptible than others to that sort of thing, and secondly, hallucinating that he has gone to his (un)just reward, presumably he hasn’t been participating in the others’ joint fantasy.
