So it seems one of the “solutions” to make sure any app or game running is manually closed and not just suspended to get decent speeds?

That’s exactly what I pointed out in the very first reply in this thread two weeks ago.

One thing I discovered is that on my PS4 if I’ve got a game running, downloads take forever. If I explicitly kill whatever game or app is running the download goes much, much faster (like at least 3-5x faster).
