So I checked, my house grounding is fine, and the socket tester tells me the socket doesn’t have a reversed polarity problem, so the only thing left was the TV… I had an hdmi to VGA adapter lying around, and plugging the pi in through that stops the shocky feeling by the ports. So indeed the TV is leaking voltage, but I think the pi is safe now and won’t zap my fingers when taking out controllers. My poor Roku will have to keeping taking the juice for now, but it’s been four years and it hasn’t been fried yet.
