Depends on the dogs, i think some dogs would love to meet new people, when i was a kid and brought my collie to class, she would dutifully go down the rows of desks to make sure everyone got a chance to pet her.
For appropriately social (and socialized) dogs, it’s probably a lot better for them than, say, being owned by people who don’t have the space and time to give it proper attention and activity. Which is pretty much what this sounds like it’s aimed at–people who’d really like to own dogs, but are responsible enough to realize that their current situation (small apartments, lots of work travel, lots of work+commute in general, etc) would make that a bad idea.
