The video was showing a 20 minute wait period, not hours. But who knows? It’s still open in the air, though I highly doubt CIG will keep doing that beyond the testing phase, because I highly doubt it will be well received.
The wait period is probably a stopgap to prevent you from running out of money and being stuck with no ship for the rest of the PTU. EVE Online just gives you a free noobship whenever you enter a station without a ship. I think CIG’s plans for vagrancy going forward are more complicated.
What do you mean ‘when the game comes out’? They are for sale right now! Don’t wait! They will only increase in value, so are a wise investment. Forget bitcoin, the future is in UEC.

I think he was trying to convey that the in-game currency that you can buy on the website isn’t the same currency that you use in the Alpha right now.

You really don’t know do you? This is all candy canes and dreams as far as reality is concerned. The wait period could be so you can go to the pants shop and buy a pony on your way there, so when your ship is ready you’ll have a friend with you. It could be so you can get some ice cream and stare at the empty spot in your hangar where a ship used to be for 20 minutes or whatever. It’s probably all of those things. You can’t dispute me, because you don’t know. You’re making this up as you go along because you’re so, so hopeful. I was hopeful once, but my hope to an arrow to the knee.
People in the Persistent Universe are currently awarded Alpha UEC, which will be wiped from release to release. Alpha UEC is used to respawn your ship, pay death fees, refuel and re-arm, and buy anything sold in an in-game shop.
The UEC that you can buy on the website can be used for hangar cosmetics and ship weapons, both of which will carry over to release. Your ship comes with weapons, and every weapon they sell on their website is already used by one ship or another in its default loadout; however, this is still a way that UEC can currently be spent on something that affects gameplay. Once ship weapons are sold by in-game vendors (as personal firearms are in 2.4), they will stop selling them on their website, and they will instead be purchased with Alpha UEC.
Even in the relative realm of imaginary spaceships, spending real money on ship weapons is a waste. Their stats are constantly being modified, we don’t know what will be added next, and they don’t come with any unique perks like lifetime insurance.

Well, just to be clear, their stated goal is that when you have lost your ship and can’t afford to buy another one, you will have to either hitch a ride with another player or use the public transportation system, which was the basis of the $24m stretch goal. So obviously that does not imply the continued existence of a respawn timer.
You can call it a pie in the sky vision, but I just want to be very clear that I am not lying to you.
