I want my space sims to go big or go home. If I can’t have Harvey Weinstein masturbating behind a lampshade in my ArcCorp luxury apartment, I’m just not interested.
But there need to be a lot of different lampshade varieties that you can purchase after consulting with your Interior Decorator NPC.
Well it’s easy to say now that the project is beyond all doubt.
But as @Starflightdream said, it was obvious at least 2 years ago that the project was entirely out of control.

And it will be better in every single way. Bigger promises! Larger delays! More loans from royal banks! More famous actors doing cutscenes! And they will use PNG instead of JPG so compression artifacts won’t ruin the extra fidelity they’ll have!

also try not to neglect civic places like parks, plazas, places where people congregate - maybe sports stadiums etc. You could add in utility buildings as fillers - powerplants, water prossesing stations. also dont forget tourist attractions - zoo’s, aquariums, view towers museums etc add in some variety - bazaars are a good addition - just think what would you normally see in a city - police, fire, ambulance make a list of all those sorts of things as they can all be filler buildings. even prison buildings, banks. Not to mention different types of businesses. Sign writers that can maybe put decals on your ships, equipment sale places for goods for pioneer. When you walk around in watchdogs 2 you see a whole heap of different businesses, you can’t go into all of them but some you can. If pets are going to be a thing then you might even consider pet shops where you can buy some of them. Also keep in mind what sorts of guilds and unions are going to be on the planet and places where in game politics can be played out, maybe a town hall where protesters can gather outside, where is the military based on the planet. Keep asking these sorts of questions and you will find there is plenty of things you can add. - Where do you buy plants for you apartment? Is there a place where i can buy furniture or other things to decorate apartment. Also think of sub groups - In watchdogs 2 you have lots of different faction areas that break up the NPC’s. I think all these sort of thing will add to the depth of a city - There might be an area where people are hostile to outsiders etc.

Well, a certain amount of that could be boiled down to ‘a reskinned GTA5 on every planet.’ Which is not a completely insane design concept. Just way beyond the scope/practicability of what CSI is supposed to be doing.
Oh which reminds me, has anyone done a GTA-style game in a proper Blade Runnery setting? Crackdown is the closest I can think of offhand, and it was too bright-eyed and bushy tailed (and too long ago).
It would have to depend on the politics of that region of the city of course. Like, is assembly even allowed there? You could get missions to strongarm the mob leaders into dispersing, or set up a protection racket. Or run for office yourself, to change the local by-laws!

They have a new format. It basically CONFIRMS what I have been saying all along that they have NOT be forthcoming with the real amount of work that needs to be done. Also that 3.0 needed at least another 4-6 months (from when they released to Evocati in early Oct) before it’s even ready for release.
Clearly 3.0 wasn’t even ready to leave internal QA, let alone go to Evocati when it did a month ago.
Sounds like what this guy actually wants is to leave his basement and live in the real world.
