I wonder if my gameplay experience wouldn’t improve if I just designed 10 or so species that featured dramatically different cultures and forced them to spawn in my new games if I wouldn’t find that part of the game more compelling.

It will. For my own games I recreated all the species from Ascendancy, which turn out to cover all the ethic bases just fine.
