Anyone have some suggestion for an mp3 editor that will allow me to cut out sections of an mp3, and splice 2 mp3’s together?

Audacity. Once you install it you need to find the freely available LAME library (DLL) for MP3 encoding. Go to Audacity’s preferences and show it the mp3 dll.
