Just pass a bill to nationalize it. Of course they’ll sue, but it’s perfectly legal, if you can cite a constitutional duty / power of the federal government. In this case it would be national security and/or interstate commerce.
Of course that’s not the best solution, but it’s better than giving them free unfettered money, or letting them fail. The best solution is bailing them out while taking a substantial equity stake, one that allows you to prevent abuses. Then sell it later when the dust settles.

A one time payment with restrictions on who gets it isn’t even in the same league as UBI. The Democrats proposed something more along the lines of UBI (at a cost of ~$500B/mo) but it was killed.

That’s the problem, the only bill possible is one that will pass the Senate and Trump will sign. Trump is willing to kill potentially millions of Americans in order to get the economy (and specifically his properties) moving again, so I highly doubt he has any compunction about stonewalling the bill and a bunch of people getting evicted or going hungry in the meantime. Democrats tend to actually care about these things so the impetus is on them to get something done.
We’re going to keep having problems like this as long as Americans keep electing monsters.
